1999 Awards

1999 Awards were presented at the North Central Regional Short Course at Sun Mountain near Winthrop on March 29, 1999.1999 Joint APA/PAW Planning Awards winners were honored March 26, 1999 during the North Central Regional Short Course at Sun Mountain Resort near Winthrop in Okanogan County. Additionally, the winners were able to display their projects at the American Planning Association’s National Conference held in Seattle on April 24-28, 1999. The people involved in the following projects should be highly commended for their exemplary work in the planning field, and for the advancement of the art and science of planning.

Physical Plans

  • Steilacoom Trails and Pathways Plan, Steilacoom Parks and Community Services Department and Urban Works;
  • University Community Urban Center Plan, University Community Urban Center Association, Seattle Department of Neighborhoods, University of Washington and MAKERS.

Implementation

  • Pacific Highway Revitalization Plan, Tukwila Department of Community Development.

Partnering

  • Growth Management Plan for Stevens County Cities, Cities of Chewelah, Colville, Kettle Falls, Marcus, Northport and Springdale, and David Evans Associates;
  • Southwest Kitsap County Conceptual Master Plan for Park Preserve, Washington State Parks and Recreation Commission, Kitsap County Fair and Park Office, EDAW, Nakano Associates and McCormack Land Company.

Transportation

  • Port Townsend Nonmotorized Transportation Plan, Port Townsend Public Works Department and the Nonmotorized Transportation Advisory Committee;
  • Management Plan for the SR 105 Corridor, Washington State Department of Transportation, Olympic Region, and Parametrix, Inc.

Citizen Involvement

  • Charting the Future: Spokane Downtown, City of Spokane Planning Services Department, Downtown Spokane Partnership, and Moore, Iacofano, Goltsman Inc.

Student Category

  • Sustainable Tribal Economic Development, Western Washington University, Huxley College of Environmental Studies.

These nine winners were chosen from a field of 24 applicants by a panel of judges representing a wide spectrum of perspectives on the planning profession. Judges included Jenifer Young-Sadowski (senior planner, CH2M Hill); Paul Rogerson (planning director, City of Shelton); Gene Peterson (principal, RH2Engineers); Chris Branch (senior planner, Highlands Associates), and Amy Tousley (planner/proprietor, ALTernatives, Inc).

Eight applications were selected for awards in multiple categories. The Physical Plans category received the most applications, 10, while Western Washington University entered the only student proposal. (The award in the Student category, nevertheless, was truly deserved, according to observations by the judges.)
