Here are the 2004 PAW/ APA Washington Joint Planning Award winners! This year, winners were feted at Cascadia Convergence, the combined state conference of the Washington and Oregon Chapters of APA held on October 4-6th in Portland, Oregon. This year was an especially strong year with nearly forty excellent applications vying for awards.

With much difficulty, the awards jury chose the following fourteen winners:

Student
The best of a particularly large group of Student winners was Town and County: Envisioning Burlington, Preserving Skagit Farmland. This Merit Award winner (highest) was prepared by Professor Nancy Rottle's class at the University of Washington 's Department of Landscape Architecture. An Honor award for student work went to Professor Bill Kelley's group at Eastern Washington University for the Columbia National Wildlife Refuge Visitor Enhancement Plan.

Physical Plans
The Merit award winner for Physical Plans went to the Wenatchee Waterfront Sub-Area Plan, prepared by the City of Wenatchee, The Chelan County PUD, Makers, Heffron Transportation, Berk and Associates, J.A. Brennan Associates, J.T. Akins, and the Watershed Company. The Honor winner in this category was the: Waterfront Futures Project by the City of Bellingham, the Port of Bellingham, and Ernst and Associates.

Small Town Planning
A Merit award for Small Town Planning went to the Small Town Web Mapping Project, by Thurston Regional Planning Council.

Implementation
The City of Bremerton and its partners LMN Architects, Calthorpe Associates, Kitsap Housing Authority, Kitsap Transit, and the Port of Bremerton won a Merit award for Implementation for their Downtown Revitalization Programs. The City of Richland was recognized with an Honor award in this category for their Gold Coast District project. Richland partners included Pacific Northwest National Laboratory and the Washington State Office of Archeology and Historic Preservation.

Citizen Involvement
In the Citizen Involvement category, the Merit award went to Design Stanwood by the City of Stanwood and the Northwest Chapter of AIA. An Honor award for citizen involvement was awarded to the City of Redmond for the Redmond Design Day Event.

Transportation Plans
Transportation Plans, winners included the 2025 Regional Transportation Plan prepared by the Thurston Regional Council (Merit) and the City of Burien's Burien Pedestrian and Bicycle Facilities Plan. Burien worked with the Pomegranate Center, and J.A. Brennan Associates.

Partnering
The Natural Hazards Mitigation Plan for the Thurston Region won a Merit award for Partnering. This plan was prepared by Thurston Regional Planning Council. Also in the partnering category, the Honor award went to Snohomish County Public Work's Snohomish River Basin Salmon Conservation Plan. This project was also the work of the City of Everett, King County, the Port of Everett, and the Tulalip Tribes.

Research Plans
Finally, a Merit award in the Research Plans category was handed to the Washington State Department of Community Development and Berryman & Henigar for Protecting Critical areas within the Framework of the Washington Growth Management Act.

Veteran jury members agreed the quality of applicants this year was probably the highest in the long history of the awards program. CONGRATULATIONS TO THE BEST OF AN EXCELLENT LOT!
